ECZ Begins Kasenengwa Vote Recount
The Electoral Commission of Zambia (ECZ) has officially commenced a recount of votes for the top two parliamentary contenders in Kasenengwa Constituency, Eastern Province. This judicial intervention follows an election petition brought forth by the losing United Party for National Development (UPND) candidate, Levison Ziwa, who has contested the preliminary victory declared for the New Congress Party or opposition-aligned candidate Philimon Twasa. The recount process, which began at the Kasenengwa Town Council, is being conducted under heavy police security and the direct supervision of the Chipata High Court Registrar. In his petition, Mr. Ziwa alleges that substantial mathematical and procedural irregularities marred the initial sorting, counting, and tabulation of ballots at several polling stations across the constituency. Central to his legal argument are the discrepancies found between the official Gen 20 forms issued to his polling agents on the ground and the figures ultimately captured and announced in the official collation proceedings. Presiding High Court Judge Elita Phiri Mwikisa evaluated the documentary evidence submitted by the petitioner and ruled that sufficient grounds existed to merit a comprehensive recount to safeguard the integrity of the democratic outcome. According to the initial results previously announced by the ECZ, Mr. Twasa led the parliamentary poll with 14,582 votes, closely followed by Mr. Ziwa, who garnered 13,339 votes. The narrow margin, combined with the contested polling returns, stoked local political tensions, making a court-sanctioned verification vital for restoring public confidence.
