The recent revelations by international news agency Bloomberg regarding alleged contractual breaches between ZCCM Investments Holdings (ZCCM-IH) and Abu Dhabi-based International Resources Holding (IRH) concerning Mopani Copper Mines have triggered intense national debate across Zambia. Political leaders, including Patriotic Front lawmaker Hon. Heartson Mabeta, have publicly called upon the government to exercise heightened vigilance and take a keen interest in the developments surrounding the strategic asset. The friction stems from a September 18 letter written by ZCCM-IH to Delta Mining Ltd—IRH's investment vehicle—outlining pervasive shortfalls in capital injections, project execution, and copper cathode output. According to the details highlighted in the reports, ZCCM-IH noted that out of a projected $308.1 million project development budget, only $62.3 million had been deployed by the end of the first quarter. Furthermore, copper cathode production last year fell drastically short of the initial business plan targets, raising serious concerns among local stakeholders and industry watchers. The state investment holding company has accused Delta Mining of failing to honor required equity funding commitments and incurring high-cost unapproved debts, threatening the long-term viability of the vital Copperbelt mines.
