Speaker Mutti Tells New MPs to Back the 10,000 MW Target and Use Their Offices

Lusaka, September 29, 2026. Speaker of the National Assembly Nelly Mutti has told newly elected Members of Parliament to serve with high integrity and leave a positive legacy. She spoke during an induction ceremony for the members of the 14th National Assembly in Lusaka. Ms Mutti said service would show in how effectively members respond to their electorate. She said their conduct must befit the standing of a parliamentarian. Ms Mutti urged members to align their work to President Hakainde Hichilema's Grow Zambia Agenda. She singled out the target of producing 10,000 megawatts of electricity by 2031. She said every constituency has been asked to contribute at least two megawatts, and that the National Assembly has already set an example through its 1.76 megawatt solar project. She reminded members that constituency offices have been established in all 226 constituencies. They should use them to engage constituents, she said. She also asked members to study the 2026 National Assembly of Zambia Standing Orders, so that debate is reasoned and respectful. Institutions also addressed the members. National Savings and Credit Bank (NATSAVE) chief executive Gladys Chiwele said the bank is implementing interventions central to the Grow Zambia Agenda. She said it supports Constituency Development Fund (CDF) accounts, beneficiary on-boarding and loan processing. She said NATSAVE was among the first banks to facilitate cash for work payments through its Zambezi branch, and has taken part in the Social Cash Transfer programme since its pilot stages. Members may find the two-megawatt request reasonable, but it raises a practical question: who funds it? The Speaker's remarks did not say whether constituency projects will draw on the CDF, and the CDF already carries other commitments.
